Partly. On Odoo Online we can redesign your website with the website builder and change screens with Odoo Studio. Custom themes and modules cannot be installed on Odoo Online; they need Odoo.sh or your own server.

Not if it is built right. We change Odoo through inheritance and never edit its own files, so a design moves to a new version with little rework. When you upgrade, we migrate custom themes and modules along with your database.
